Preserve the Integrity of Sport by fighting against illegal betting. The Council of Europe and MDJS are at the heart of the fight.

The Council of Europe, with the support of the Marocaine des Jeux et des Sorts (MDJS), held a conference in Rabat (Morocco) on illegal sports betting in order to raise awareness of the phenomenon of Illegal betting, one of the most crucial challenges for the integrity of sport and target of the fight against the manipulation of sports competitions, as targeted by the Magglingen Convention.

Rabat 07.11.2023 – The Council of Europe, with the support of the Marocaine des Jeux et des Sorts (MDJS), organized on November 7 in Rabat (Morocco) a conference on illegal sports betting in order to raise awareness of the phenomenon of Illegal betting, one of the most crucial challenges for the integrity of sport and target of the fight against the manipulation of sports competitions, as targeted by the Magglingen Convention.

During this conference, the speakers presented the phenomenon and the operating methods used in the field of illegal sports betting, sharing good practices and identifying concrete solutions to fight against this scourge.

The conference, organized with the support of the ACT cooperation project (“Addressing Competitions' Manipulation Together”) and the MDJS (  www.mdjs.ma ), brought together many participants from the region (Cameroon , Ivory Coast, Egypt, Ghana, Guinea, Guinea-Bissau, Sierra Leone, Tunisia and Uganda) alongside Moroccan participants and guests representing governments, gaming regulatory authorities, law enforcement, operators of Paris, Olympic committees and sports federations.

The Macolin Convention is the only instrument of international law on the manipulation of sports competitions to which all countries in the world can adhere. It requires public authorities to cooperate with sports organizations, betting operators and competition organizers in order to prevent, detect and sanction the manipulation of sports competitions. It proposes a common legal framework for effective international cooperation to respond to this global threat.

In his opening speech, Chakib Benmoussa, Minister of National Education, Preschool and Sports of Morocco, declared “the Moroccan national platform was created in May 2023 with the assistance of the Council of Europe in within the framework of the ACT program.

 Its structures and mode of operation are currently being developed and aligned. An important workshop to finalize this work will be devoted to it the day after tomorrow. The coordination of the national platform is ensured by my ministerial department via the Sports Directorate and I am personally very committed to the subject.

The conference was followed, on 8 and 9 November, by the fifth meeting of the Council of Europe network of national platforms to combat the manipulation of sports competitions, also known as the Copenhagen Group.
