The lottery seeks a leader for our internal audit function. This role is tasked with preparing and implementing a risk-based audit plan to assess, report on, and make suggestions for improving the company's key operational and finance activities and internal controls. This position has a dual reporting relationship, to the lottery commission and our executive director.

You will succeed in this role if you have good communication skills with a variety of audiences, endless curiosity about how our business processes work, tech savvy, the drive to continuously learn and unyielding integrity and courage. CIA Certification and knowledge of the state of North Carolina’s audit policies is a plus.

Responsibilities:

  • Oversees complex performance, financial, compliance, and consulting audit projects as well as review and provide analysis of business processes, game rules, draw procedures and regulatory interpretation and guidance. Manages audit planning.
  • Supports organizational objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control and governance processes.
  • Determines if the organizational risk management, control and governance processes are in place, and tests for proper functioning. Researches accounting, audit and internal control issues
  • Ensure that sufficient evidence is obtained to form a judgment about the adequacy and effectiveness of the risk management and control processes.
  • Directs and oversees audit staff in the planning, organizing, conducting and monitoring of overall Internal Audit operations. Hires, trains, evaluates staff, and takes corrective actions to address performance problems.
  • Ensures conformance with acceptable quality control standards and provides results annually to the commission and audit committee.
  • Prepares and presents quarterly audit committee reports; QAIP, Audit Charter, and Statements of Independence to the North Carolina Council of Internal Auditors for review.

Requirements:

  • Bachelor’s degree preferred
  • 3-5 years of experience in a similar role
  • Certified Internal Audit certification preferred.
  • Knowledge of and skill in applying internal auditing principles and practices, and management principles and preferred business practices.
  • Knowledge of the International Standards for the Professional Practices of Internal Auditing and the Code of Ethics promulgated by the institute of Internal Auditors;
  • Knowledge of the State Of North Carolina's accounting policies, GASB, GAAP.
  • Skill in conducting quality control reviews of audit work products.
  • Skill in collecting and analyzing complex data, evaluating information and systems, and drawing

logical conclusions.

  • Skill in project management.
  • Skill in negotiating issues and resolving problems.
  • Knowledge of information technology terminology, concepts and practices.
  • Skill in using a word processing, spreadsheets and other business and audit software.
  • Knowledge of fraud schemes, investigations, and report writing.
  • Ability to communicate effectively orally and in writing.

EXPERIENCE AND EDUCATION:

Hiring Range: $109,400 to $130,000 DOE
