Role Overview

The Director of Operations plans, directs, and coordinates the administrative services for the Hoosier Lottery, including retailer licensing, procurement, prize payment operations, general support services, and travel. The work includes planning, organizing, coordinating, assigning, and evaluating the work of subordinate managers overseeing the various administrative services. 

A Day in the Life:

The essential functions of this roles are as follows: 

  • Plans, organizes, prioritizes, and directs the activities of the Admin department 
  • Establishes and implements operational policies, goals, and objectives for the department
  • Oversees the direction of the Prize Payment Department, Retailer Licensing Department, Mailroom and Front Desk and Surplus areas
  • Assists with the review of new game rules and the retailer play book
  • Assists with the review of game rules for Second Chance Promotions
  • Participates in offsite events whereby the Lottery may be a participant or sponsor
  • Oversees the procurement of certain goods and services to ensure competitive pricing and timely delivery
  • Ensures departmental operations are carried out according to federal, state, and local laws, rules, and regulations
  • Acts as liaison with the building management team to ensure all building requests, repairs, and routine maintenance are carried out appropriately
  • Prepares and presents the annual departmental budget
  • Visits Regional office locations in Mishawaka and Evansville
  • Acts as liaison between Lottery and other state agencies such as DOR, SOS, IDOA, and vendors
  • Evaluate the work of subordinate managers and support staff
  • Participates, advises, and consults with the Executive team to ensure compliance with the Integrated Service Agreement
  • Participates in quarterly Commission meetings
  • Manages business relationships with building tenants as needed
  • Ensures the inventory of office supplies is sufficient to allow operations to continue efficiently and cost-effectively

What You'll Need for Success:

You must  meet the following requirements to be considered for employment: 

  • Bachelor’s degree from a college or university, or equivalent combination of education and experience
  • A minimum of five (5) years of experience related to the above responsibilities
  • Extensive knowledge of modern principles, methods, and practices relating to public administration
  • Extensive knowledge of effective managerial practices and methods
  • Knowledge of federal, state, and local laws, as well as regulations and standards relating to administrative services
  • Effective communication skills, both orally and in writing
  • Effective critical thinking skills
  • Ability to establish and maintain effective administrative services and programs 
  • Ability to assess overall departmental effectiveness in carrying out its mission
  • Ability to analyze and appraise facts and precedents in making management decisions
  • Proficiency in Word, Excel, and PowerPoint

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
