Job Description and Duties

Under the supervision of the Chief Innovation Officer (Information Technology Manager II), the Chief Enterprise Architect (Information Technology Manager I) is responsible for managing, planning, organizing, and directing the work of the California State Lottery (Lottery) Enterprise Architecture Office (EAO) and the supervision of multi-functional staff and matrixed architecture resources. This position oversees, provides direction and leadership for the development, support, and continuous improvement of the California State Lottery (Lottery) Enterprise Architecture program, including architecture framework, policy, processes, and standards to develop, maintain and govern the architecture across the enterprise; establishing program vision, goals, and objectives for the development and maturity of the enterprise architecture program to accomplish the Lottery mission, including architectural leadership in the resolutions of business problems and technical issues; realizing business and technology strategies by leading organizational transformation in a way that maximizes enterprise business value; leading the identification and analysis of enterprise business drivers to determine its business, information, technical and solution architecture requirements to develop future state strategies, models, and enterprise roadmaps; understanding, advocating, and supporting the organization’s strategies; analyzing the enterprise’s technology environment to detect deficiencies and recommend improvements; identifying the organizational resources, structures, and cultural change necessary to support the enterprise architecture applications and platforms, security, integration, information management and data quality domains; and guiding information, technology, and solution architecture decision making for the enterprise, as well as promoting and communicating its progress, outcomes and results to the organization and its leaders.

 

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Certifications in and/or expert knowledge of in Enterprise Architecture Frameworks, Agile DevOps, MS Azure Cloud, Business Process Modeling Notation (BPMN).
  • "Strong leadership skills including the ability to engage, inspire, empower, develop, and mentor staff. "
  • "Expert knowledge of time management techniques to provide for efficient prioritization and completion of competing work assignments for self and subordinate staff. "
  • Excellent interpersonal and customer service skills with the ability to adjust to changing priorities and quickly respond to urgent matters.
  • Experience in various technology domains (Business Technology Management, Client Services, Information Security Engineering, Information Technology Project Management, Software and System Engineering) and cross-organizational operations.
  • Experience in IT strategic planning, policy, and governance practices.
  • Excellent written and verbal communication skills and conducting presentations before audiences of all levels and size.
  • Expert knowledge of supervisory and management principles, practices, and techniques to oversee the work activities of subordinate staff to ensure operation functions effectively.
  • Experience developing complex written analyses such as issue memos, white papers, alternative analyses, research analyses, etc.
  • Experience developing processes, procedures, standards, guidelines, etc.
