Netherlands: Kansspelautoriteit - Online gambling market stable

The legal market for online games of chance, which opened on October 1, 2021, is showing itself to be quite stable. Monthly gross game result (BSR; stake minus prizes paid) is approximately 80 million euros.

This is apparent from the Monitoring Report on online games of chance published today by the Gaming Authority (Ksa). On October 1, 2021, there were 10 license holders, but that number has now grown to 22. The gradual increase in the number of licenses did not lead to an increase in the BSR: in the first half of 2022, it fluctuated between 90 million euros (January) and 75 million euros (February and March). In July, the BSR amounted to 86 million euros.

Number of players

It is not known exactly how many Dutch people play with legal gambling providers, because it is possible to have a player account with several gambling providers. In July 2022, 563 thousand accounts were actually played. The average monthly loss per player account was 153 euros.

From illegal to legal

The objective of the Remote Gambling Act was that three years after the opening of the legal online gambling market, at least 8 out of 10 players would only play with legal providers in a safe environment with sufficient attention to addiction prevention. The monitoring report shows a favorable picture in this regard: 85 percent of the online players played exclusively with legal providers.

Exclusion Register

On October 1, 2021, simultaneously with the opening of the legal online games of chance market, the Central Register Exclusion of Chance Games (Cruks) started . More than 23 thousand people are now registered. As a result, they cannot participate in a game of chance for at least 6 months. Every time a player wants to participate in a risky game of chance, the provider must check whether there is a registration in Cruks.
