New Jersey Lottery Announces Unaudited Fiscal Year Results

Over $3 Billion in Sales; A Significant Pension Fund Contribution

 

TRENTON (July 17, 2025) – New Jersey Lottery Executive Director James Carey announced today the unaudited sales revenues for fiscal year 2025, which concluded June 30.

The Lottery generated sales of $3.3 billion, reinforcing its role as a major contributor to the state’s economy. Scratch-Offs were the Lottery’s most popular game in fiscal year 2025, with $1.8 billion in sales. The classic numbers games Pick-3 and Pick-4 were next with $380 million and $226 million in sales, respectively.

As of June 30, the Lottery has contributed $989.5 million to the state pension fund, part of Governor Phil Murphy’s $7.2 billion full pension payment. The Lottery’s total profit and contribution to the State will exceed $1 billion for fiscal year 2025, with end-of-year accounting expected to add at least an additional $40 million to the contribution. The additional $40 million includes more than $20 million in interest income. 

New Jersey players took home $2 billion in prizes in the fiscal year. There were 180 prizes awarded worth  $100,000 or more, and more than 50 of those were $1 million or higher. Top prizes include: seven second-tier Powerball winners of $1 million to $2 million; four $1 million Mega Millions prizes and two $4 million winners—one being the first beneficiary of the game’s new built-in multiplier; a $32 million Pick-6 winner and two other Pick-6 jackpots topping $5 million; a $2.4 million Cash 5 jackpot; a Cash 4 Life Jackpot winner valued at $7 million; and a $5 million Scratch-Off winner, the highest instant game prize among New Jersey Lottery offerings.

Jersey Cash 5 sales totaled $176.09 million, a 26.4 percent increase compared with the previous year. Jersey Cash 5 players won 15 jackpots worth over $1 million. Cash Pop, with sales of $67.5 million for a 10.1 percent increase, also thrived.

The total sales of $3.3 billion declined $288 million or 7.9 percent from sales in fiscal year 2024. The biggest factor in the decline of sales was the performance of the multi-state jackpot games Powerball and Mega Millions. Powerball sales were down $202.3 million and Mega Millions sales were down $69.56 million because the games were frequently won at lower prize amounts and only one jackpot between the two games exceeded a billion dollars, compared with five in fiscal year 2024.

The Lottery also had to adjust to an evolving gambling environment as online sports betting and casinos grow in popularity. Scratch-Off sales were flat compared with last year, and Pick-3 and Pick-4 sales were both down compared to the previous year. The Lottery and its sales and marketing partner, Northstar New Jersey Lottery, continue to look at innovative ways to attract players to lottery games.

The Lottery is an essential component of the State’s economy. More than 6,500 businesses throughout the Garden State prosper from their partnership with the Lottery. In fiscal year 2025, retailers earned $195.7 million in commissions and $2.1 million in bonuses, which are connected to the selling of winning top-tier tickets. These partners, many of them small businesses, are vital to the Lottery’s success.  

Northstar New Jersey Lottery Group, did not meet agreed-upon performance targets and will owe a shortfall payment to the State. The calculation of the payment will not be finalized until the Lottery's financial audit is completed.

Since its launch in 1970, the Lottery has contributed more than $34.6 billion to the State, aiding valuable programs and services. Currently, Lottery profits support the public employee pension system for teachers, police officers, firefighters, and other public employees, under a 30-year agreement enacted in 2017.
