The Deputy Director oversees sales and marketing; finance; human resources, warehousing and ticket distribution, fleet operations, procurement and purchasing, and prize payments; information services; and internal audit and enterprise risk management.

The position's primary responsibilities include:

  • providing executive level leadership, supervision, and management in accomplishing the mission of the agency.
  • developing and executing strategic planning.
  • leading the Lottery biennial strategic planning process.
  • leading the formulation of agency policies and in determining organizational structure.
  • providing leadership in budget development and business planning.
  • being a representative of the Lottery before legislative work groups; government agencies; boards, commissions, and associations; and citizen groups.

 

Qualifications

We are looking for someone who has:

  • A college degree in business or public administration or equivalent, and at least 10 years of professional work experience in public policy settings.   
  • Experience in implementing state or federal level public policy.
  • Executive-level administrative experience in managing a multifunctional organization with direct financial accountability.
  • Experience with the legislative process. 
  • Experience working with labor organizations
  • Demonstrated experience interacting with senior leaders, senior staff, the Legislature, media, stakeholders and community organizations.
  • Diversity, Equity, Inclusion and Belonging 
    • At least five years of experience working in a position that demonstrated commitment to proactive equity and anti-racism/social justice practice. Experience may be in government, education, social justice programs, public outreach, or engagement. 
    • Demonstrated success in leading multicultural/diverse groups and individuals in an organization.
    • Experience as leader and active ally working with marginalized, discriminated, and underrepresented groups. 
The ideal candidate will also have the following competencies:
  • Ability to develop strategies and effectively communicate recommendations to diverse audiences, including legislators and other stakeholders.
  • Ability to develop and monitor indicators of organizational culture and engage employees and agency leaders to create organizational change.
  • Innovative strategic thinking and problem solving. Ability to apply advanced management principles in a diverse and complex state government organization. 
  • Proven business savvy, cultural competence, political understanding, and sensitivity with the ability to think ahead, anticipate issues, and proactively develop plans.
  • Strong ability to organize, analyze, interpret, and evaluate information and relate it to policy.
  • Knowledge of dispute resolution and mediation
  • Diversity, Equity, Inclusion and Belonging 
    • Commitment to creating and fostering an inclusive workplace. Interact with diverse teams, groups, and stakeholders to appreciate and acknowledge all perspectives and foster belonging. 
    • A deep commitment to equity and an ability to engage with diverse staff and leadership to promote trust, collaboration, and partnership across the agency. Understand equity and social justice, and recognize the role that institutional racism, ableism, otherism and oppression play in inequitable outcomes.
