DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS:

Under general direction, plans, develops, organizes and executes the management of the Lottery security and quality control program to ensure the security, integrity and performance of Lottery systems and processes that support business operations; assists Operations maintain the security and integrity of the drawing production, processing and distribution process.  Manages and regulates independent 3rd party drawing auditors that monitor and validate Lottery drawings.  Monitors and helps administer vendor contracts for system audit and quality assurance testing.  Monitors system change management; oversees system audit and quality assurance processes to ensure standard compliance; reviews related documentation and reports for completion and accuracy.  Ensures internal and external system audit and vendor performance monitoring requirements are met; utilizes data analytics to develop and monitor agency and vendor service level metrics. Performs agency security and risk assessments; develops risk remediation plans.  Responsible for the development, maintenance and execution of the agency security and quality control plan and policy.  Assists with conducting retailer and player fraud investigations and operational security inquiries, traveling as needed.  Oversees and manages agency disaster recovery planning and testing.  Performs duties as the Multi State Lottery Association (MUSL) Rule 2 Administrator.  Act as primary liaison with Lottery vendor personnel with respect to system security, audit, quality control and performance monitoring.

MINIMUM REQUIREMENTS

Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with coursework in information technology and security, auditing, management, business or public administration or a related field.  Requires three years of responsible administrative management experience in a public or business organization, with a minimum of two years of experience in data security, data analysis, performance metrics and/or key performance indicators.  Requires extensive knowledge of management information systems and quality assurance terminology, concepts and practices and investigative experience with emphasis on white collar crime is preferred.  Requires extensive knowledge in quality assurance and skills related to implementing and improving processes in both security and quality control.  Requires working knowledge with change management methods and techniques.  Requires working knowledge with International Organization for Standardization standards ISO/IEC 27001 and ISO 9001 related to security, quality management, risk management and integrity.  Requires ability to develop and manage a small agency security and quality control program.  Requires the ability to analyze administrative problems and adopt an effective course of action.  Requires the ability to develop, implement and evaluate new and revised policies, procedures and performance standards.   Requires the ability to develop and maintain cooperative working relationships.  Requires excellent written and oral communication skills, along with good organizational skills and the ability to follow instructions and complete tasks.  Requires working knowledge of Microsoft Office and Business Objects.  Requires a valid, appropriate driver's license and the ability to travel, sometimes keeping irregular hours.  Requires a Certified Information Systems Auditor (CISA) license.  Prefers in-depth knowledge of the Lottery and/or Gaming industry, the Multi State Lottery Association (MUSL) and its internal audit standards and best practices.  Prefers working knowledge of the World Lottery Association Security Control Standard (WLA-SCS) for Lottery Operations, Federal Information Security Management Act (FISMA), National Institute of Standards and Technology (NIST) Cyber Security Framework.
