The Social Assistance Fund of Santa Fe Lottery reports that the distribution of profits for the first half of this year was 196,765,399.73 pesos. These funds were allocated to the Ministries of Health (including the Undersecretary Cuidaio and Inclusion for People with Disabilities), Education, Innovation and Culture, Social Development, Production, Jobs and Security, the Ministry of Regions, Municipalities and Communes; Provincial Fund Sports (Fo.Pro.De) in the percentages stipulated regulations.
Total distribution resulting from the marketing of games and third-party of the Fund of Social Assistance and the concessioning of the Casino during the period for the first 6 months of 2012 was 196,765,399.73 pesos, while during the first half of 2011 were distributed 129,590,287.74 pesos, representing an increase of 51.84 percent of earnings distributed over the same period last year.
Of the total: 78,664,000.00 pesos correspond to the net profits of marketing Lottery games played Santa Fe 118,101,399.73 pesos and net profits from the casino concession installed in the province.
Under Law No. 8269 and amendments, rules that determine the distribution of net lottery produced corresponded to: Ministry of Health 32,600,000 pesos in the first half of 2012, 15,960,000 pesos over the same period 2011; to the education portfolio 26,080,000 pesos, 12,768,000 pesos more than the same period and the Ministry of Innovation and Culture 6,520,000 dollars, 3,192,000 dollars in the period in question.
Also, the Ministry of Regions, Municipalities and Communes were allocated 11,610,000 pesos, more than 5,960,000 pesos in 2011, and 1,854,000 pesos Provincial Sport Fund (Fo.Pro.De), more than 919,000 pesos same period in 2011.
Meanwhile, the funds arising from concession net profits of casinos according to Law No. 11,998, were distributed during the period analyzed, as follows: the Ministry of Regions, Municipalities and Communes 11,810,139.97 pesos, System to the Secretariat of Tourism, Trade and Services 5,905,069.99 pesos, Undersecretary of the Rights of the Child, Adolescent and Family 4,724,055.99 pesos, Cudaio 4,724,055.99 pesos, Undersecretary of Inclusion for People with Disability 4,724,055.99 pesos, pesos 3,543,041.99 Fire and Law No. 5110 82,670,979.81 pesos.
LAWS THAT PROVIDES DISTRIBUTION
The fate of the "Distribution utility" of activities: marketing of games and third-party of the Social Assistance Fund - Lottery and Casino concession in the province of Santa Fe is regulated by the rules listed below.
First, the Law No. 8269, as amended, provides for the activity above that net profits are distributed to: Ministry of Health, Ministry of Education, Ministry of Innovation and Culture and the Ministry of regions, municipalities and communes.
In addition, Law No. 10,554 created the Provincial Sport Fund (Fo.Pro.De), whose conformation is intended for 3 percent of the net proceeds of the games that exploits the Welfare Fund - Lottery of Santa Fe, between other resources.
Meanwhile, Law No. 11,998, which ordered the installation of Casinos and Bingos in the territory of the province, found that Lottery Santa Fe is the enforcement authority and to whom the dealers in the gambling houses must pay the fee established net result of which is intended to: 70 percent to social goals set out in Law No. 5110, 5 percent for active policies to promote tourism in the province, Cudaio 4 percent, 4 percent for active policies for the benefit Minority of unprotected, 4 percent for the purposes set out in provincial Disability Act No. 9325, 3 percent for the operation of volunteer fire departments, and 10 percent for municipalities and communes.

La Caja de Asistencia Social de la Lotería de Santa Fe informa que la distribución de utilidades correspondiente al primer semestre del corriente año fue de 196.765.399,73 pesos. Estos fondos fueron destinados a los Ministerios de Salud (incluido el Cuidaio y la Subsecretaría de Inclusión para Personas con Discapacidad), Educación, Innovación y Cultura, Desarrollo Social, Producción, Trabajo y Seguridad; la Secretaría de Regiones, Municipios y Comunas; Fondo Provincial del Deporte (Fo.Pro.De), en los porcentajes que estipulan las normativas vigentes.
La distribución total resultante de la comercialización de juegos propios y de terceros de la Caja de Asistencia Social y el concesionamiento de los Casinos durante el período comprendido por los primeros 6 meses de 2012 fue de 196.765.399,73 pesos, mientras que durante el primer semestre del año 2011 se distribuyeron 129.590.287,74 pesos, lo que representa un incremento del 51,84 por ciento de utilidades repartidas respecto de igual período del año anterior.
Del total: 78.664.000,00 de pesos corresponden a las utilidades netas de comercialización de juegos que realiza Lotería de Santa Fe y 118.101.399,73 de pesos a utilidades netas provenientes del concesionamiento de casinos instalados en la provincia.
En el marco de la Ley Nº 8.269 y modificatorias, normas que determinan la distribución de los resultados netos que produce Lotería, correspondieron a: Ministerio de Salud 32.600.000 pesos en el primer semestre de 2012, 15.960.000 pesos más que en igual período de 2011; a la cartera educativa 26.080.000 pesos, 12.768.000 pesos más que en idéntico período y al Ministerio de Innovación y Cultura 6.520.000 pesos, 3.192.000 pesos que en el período citado.
Asimismo, a la Secretaría de Regiones, Municipios y Comunas se destinaron 11.610.000 pesos, 5.960.000 pesos más que en 2011; y 1.854.000 pesos al Fondo Provincial del Deporte (Fo.Pro.De), 919.000 pesos más que en igual lapso de 2011.
En tanto, los fondos originados en las utilidades netas del concesionamiento de casinos de acuerdo a la ley Nº 11.998, se distribuyeron durante el período analizado, de la siguiente manera: a la Secretaría de Regiones, Municipios y Comunas 11.810.139,97 pesos, a la Secretaría del Sistema de Turismo, Comercio y Servicios 5.905.069,99 pesos, Subsecretaría de los Derechos de la Niñez, Adolescencia y Familia 4.724.055,99 pesos, Cudaio 4.724.055,99 pesos, Subsecretaría de Inclusión para Personas con Discapacidad 4.724.055,99 pesos, Bomberos 3.543.041,99 pesos y a Ley N° 5.110 82.670.979,81 pesos.
LEYES QUE ESTIPULAN LA DISTRIBUCIÓN
El destino de la “Distribución de utilidades” de las actividades: comercialización de juegos propios y de terceros de la Caja de Asistencia Social – Lotería y concesión de Casinos en la provincia de Santa Fe está reglamentado por las normas que se citan a continuación.
En primer lugar, la Ley N° 8.269 y modificatorias, establece para la actividad citada que las utilidades netas se distribuyen a: Ministerio de Salud, Ministerio de Educación, Ministerio de Innovación y Cultura y a la Secretaría de Regiones, Municipios y Comunas.
Además, la Ley N° 10.554 crea el Fondo Provincial del Deporte (Fo.Pro.De), para cuya conformación se destina un 3 por ciento del producto neto de los juegos que explota la Caja de Asistencia Social - Lotería de Santa Fe, entre otros recursos.
En tanto, la Ley N° 11.998, que dispuso la instalación de Casinos y Bingos en el territorio de nuestra provincia, determinó que Lotería de Santa Fe sea la autoridad de aplicación y a quien los concesionarios de las casas de juegos deben abonar el canon establecido, cuyo resultado neto se destina a: 70 por ciento a los fines sociales establecidos en la Ley N° 5.110, 5 por ciento para políticas activas de promoción turística en el territorio provincial, 4 por ciento para Cudaio, 4 por ciento para políticas activas en beneficio de la Minoridad desprotegida, 4 por ciento a los fines establecidos en la Ley provincial de Discapacidad N° 9.325, 3 por ciento para el funcionamiento de los cuerpos de Bomberos Voluntarios, y 10 por ciento para Municipios y Comunas.
