München, 10. Juli 2012. Der Deutsche Lotto- und Totoblock (DLTB) weist die Kritik der Monopolkommission am Glücksspieländerungsstaatsvertrag zurück. Die Ministerpräsidenten haben den Staatsvertrag beschlossen und damit eine verantwortungsvolle Regelung für dieses sensible Feld getroffen, um gesellschaftliche Kollateralschäden einzudämmen“, sagt Erwin Horak, Präsident der Staatlichen Lotterieverwaltung Bayern und Federführer des DLTB, des Zusammenschlusses der 16 staatlichen Lotteriegesellschaften.
Nicht nachzuvollziehen ist, dass die Monopolkommission für Steuersenkungen bei Sportwetten eintritt. Folgt man hier der Logik der Monopolkommission, bewegt man sich auf einen Steuersatz von weniger als 0,1 Prozent zu, wie er in Malta und Gibraltar gilt. Ein solch niedriges Niveau käme zwar den Interessen der kommerziellen Glücksspielindustrie entgegen. Hierdurch würde jedoch jegliche ordnungspolitische Lenkungsfunktion verloren gehen.
