SAN JUAN, Puerto Rico (AP) — Puerto Rico's Treasury Department has been barred from implementing a video lottery project aimed at generating more revenue amid a dire economic crisis.

The ruling Monday by the island's Supreme Court was a victory for Puerto Rico's Hotel and Tourism Association. The organization maintains the project would hurt casinos around the island and lead to unemployment.

Treasury officials have not commented on the ruling.

Puerto Rico legislators have repeatedly rejected legalizing video lottery. The island's Treasury Department sought instead to amend a regulation to establish such a project.
