By a vote of 155 in favor and 125 against, the Italian Senate has approved the “Dignity Decree” which, among other sweeping social changes, places a complete ban on all forms of gambling advertising.

The new law is the first major economic legislation for Italy’s new coalition government, which was sworn in just three months ago.

“After decades, we have the first decree that was not written by economic lobbyists and vested interests,” said Deputy Prime Minister Luigi Di Maio. “Today Italy sets a record in Europe: The first country to have abolished gambling advertising.”

A blanket ban is expected to severely impact the gambling industry, especially the online sector, many gaming operators and industry bodies have stated. There are also serious concerns that any restriction over licensed operators will lead to growth of unlicensed and black market operators.

The Dignity Decree was first approved by the Council of Ministers on July 2, and passed through the house on August 2, in a vote 312 in favor, 190 against. The final approval from the Senate on Tuesday clears the last major hurdle for the law to be adopted; it now just needs to be published in the official Gazette to enter law.

Good grip on gambling with 1 Italian out of 3 at risk. This was affirmed by the European Union of Uecoop cooperatives in relation to the norms against the anti- doping laws contained in the Dlignment approved definitively in the Senate.

An important step for a country where last year 19 million people aged 15 to 74 gambled at least once between video poker, scratch cards, online poker and betting based on the Ifc-Cnr study and over 1.3 million pathological bettors estimated by the Department of Anti-Drug Policies.

A complex situation, that of the risk related to gambling, which takes charge of hundreds of social cooperatives and assistance together with the anti-dependency structures of the National Health Service with several municipal and provincial administrations that from north to south have already taken measures to limit the exposure of videopoker to the public.

And if the last frontier of gambling is online poker and betting, the most widespread system is still the scratch card, chosen by 74% of the players, to follow the lottery, the superenalotto and the sports betting. And if in practice everyone caresses the idea of winning something or even becoming rich just a little more than 1 player out of 10 declares to have the budget in surplus with respect to the money spent, with an outlay that in 2017 at national level has exceeded 100 billion euros.

"But the ludopathy - notes Uecoop - is a phenomenon that affects not only the life of the individual player, but also of those close to him, relatives, friends and colleagues, with heavy repercussions on both the work and family with over 200 thousand people last year they have had to resort to loans or have damaged themselves or other people economically ".

"Not to be underestimated then - concludes Uecoop - the vulnerability of the elderly that in some cases they come to lose to the" machines "even the whole pension".

Adoc comments on the measure envisaged by the Dl Dignity that provides for the absolute stop to the advertising of gambling and betting

Within the Decree Dignity, an absolute ban on advertising of gambling and betting has been provided. A measure appreciated by ADOC, which had specifically requested the new Conte Government to intervene in this matter, prohibiting any form of commercials on games and bets.

"We deeply appreciate the ban on advertising of gambling and betting, in line with what we have requested from the Government" declares Roberto Tascini, President of ADOC.

"In this way there is a strong disincentive to play, in particular for the most sensitive subjects such as young people, the unemployed and older people and the contrast to the pathological gambling addiction is strengthened. In any case - according to Tascini - we need to go even further: it is not enough to ban advertising and sponsorship, we need to intervene on slots and dedicated spaces, drastically reducing the number, and on organized crime, which often operates in the sector ".

"Finally we want to appeal to all the media, asking that in the news that reports stories of winnings are also included the real odds of winning related to the game. We believe it is appropriate to defuse the emulation effect, turning off every illusory hope to win big sums. Gambling is a "disease" that, when it hits, indifferently afflicts young people, adults and the elderly, men and women, "he continues.

"In its most virulent forms it originates dependence. In Italy the percentage of problem gamblers ranges from 1.5% to 3.8% , to which another 2.2% of pathological gamblers are added. The consequences are disastrous in economic, social and family terms. Everyone must do their part to contain this phenomenon, in particular the media play a delicate and central role that greatly influences the dynamics of evolution of the same "concludes Tascini.
