Florida Lottery's New Scratch-Off Partnership Set to Boost Education Funding

Tallahassee, Fla. – The Florida Lottery has signed a new Scratch-Off contract with Scientific Games that is projected to generate $135 million to education over the next seven-and-a-half years. The company will continue to serve as the Lottery’s primary Scratch-Off game provider through 2027, with extension options up to an additional seven years. The new contract is expected to generate at least an estimated $18 million in additional contributions to the Educational Enhancement Trust Fund (EETF) each year during the term of the initial agreement, based on the latest Revenue Estimating Conference (REC) projections.

“I’m proud to announce that the Florida Lottery will be generating at least an additional $18 million to education each year as a result of their new Scratch-Off contract,” said Governor Ron DeSantis. “The Florida Lottery has been a dependable contributor to education in our state, transferring $1.9 billion last fiscal year and over $1 billion each of the last 17 years. I look forward to working with our partners in the legislature to ensure we continue to maximize revenues to enhance education.”

The new contract includes an integrated portfolio of unique game content with products and services designed to maximize contributions to education, including expanded digital promotions and increased efficiencies to ensure products are delivered to retailers as quickly as possible. Additionally, Scientific Games will be fully integrated into the Florida Lottery’s Play Responsibly initiatives and training aimed at building responsible gaming best practices into all aspects of operations.


Throughout the Lottery’s partnership with Scientific Games, the Lottery has experienced nine consecutive years of record Scratch-Off sales and is currently ranked 4th among Lotteries worldwide in overall Scratch-Off sales. The Florida Lottery is also the 2nd most efficient Lottery in the country, generating over $7.1 billion in sales last year with only 418 FTE.

The Florida Lottery is responsible for contributing more than $35 billion to education and sending more than 808,000 students to college through the Bright Futures Scholarship Program. The Florida Lottery reinvests 98 percent of its revenue back into Florida’s economy through prize payouts, commissions to more than 13,000 Florida retailers and transfers to education.
