The Office of the Chief Financial Officer (OCFO) whose mission is to enhance the fiscal and financial stability, accountability and integrity of the Government of the District of Columbia is in search of an Audit and Compliance Officer. This position is in the Office of the Chief Financial Officer (OCFO), Office of Lottery and Gaming, Sports Wagering Regulation & Oversight Division. The incumbent is responsible for administering the OLG’s regulatory compliance programs; managing the compliance audit staff; and establishing, reviewing and maintaining audit compliance programs for the District of Columbia’s sports wagering industry in accordance with applicable laws.  

 

Additional duties include, but are not limited to:

 

• Assessing Internal Control Systems, minimum accounting standards and requirements for due diligence, Anti-Money Laundering (AML)/Combating Financing Terrorism (CFT) reporting, Know Your Customer (KYC) standards and other required systems and related reporting.
• Reviewing and making recommendations to the OLG Executive staff regarding the approval of sports wagering operators proposed Internal Control Systems, compliance-related policies and procedures and Standard Operating Procedures (SOP).
• Supervising and monitoring the implementation of sports wagering operator’s internal control policies/ procedures/ standards on a continuous basis.
• Reviewing all change requests from sports wagering operators to modify Internal Control Systems or plans previously-approved by the OLG.
• Developing audit procedures for all relevant OLG departments relating to the development, implementation and maintenance of internal control standards to ensure sports wagering operations follow applicable laws, OLG rules and regulations. Assisting with drafting of internal policies, as necessary.
• Establishing and implementing ongoing systems to evaluate status and future needs for compliance training plans and implements an ongoing process to meet and exceed regulatory compliance requirements.
• Assisting in the periodic review, update and implementation of compliance programs (e.g. Code of Conduct, FCPA, AML/CFT and KYC reporting etc.) including training and monitoring. Monitoring the Compliance hotline open to employees, vendors, and the general public; assigns or conducts investigations on alleged misconduct.
• Coordinates with relevant OLG departments about various compliance issues and advises on appropriate courses of actions, preventative or remedial measures when necessary.
• Planning, organizing, directing, controls and evaluating the operations of the OLG’s compliance resources. Making recommendations regarding broad matters in OLG compliance policies.
• Reviewing audit reports and investigation reports related to findings or deficiencies.
• Preparing an annual report which includes a full account of the OLG’s compliance audit programs, related performance metrics and the costs of administering the compliance program.

Minimum Qualifications: Five (5) years of progressive experience performing the related duties and responsibilities such as providing coordinating, planning and conducting compliance and financial audits; developing and monitoring internal controls to identify risk and deficiencies; reviewing, analyzing audit findings for the purpose of implementing corrective actions. Gaming and casino experience preferred.   In addition – Applicant must have a bachelor's degree earned at an accredited US institution in accounting or related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. This can include up to six (6) hours of business law. Applicants must submit an official transcript that verifies a bachelor's degree in accounting or related field and 24 semester credit hours in accounting in order to be considered.
