The North Carolina Education Lottery is entering new lines of business and needs additional legal staffing to meet the growing needs of the organization. This role is ideal for individuals who thrive on variety, since you’ll be handling everything from contract negotiation and drafting, compliance training, policy development, regulatory rule drafting, and employee relations to the kind of creative problem solving that occurs in any organization responding to rapidly changing conditions.

Responsibilities:

 

Negotiate, along with departmental personnel, and draft documents, procurement agreements, contracts, and game, promotion, and drawing rules to minimize risks and maximize legal rights.

Provide advice and counseling by evaluating and weighing multiple inputs and impacts of any decision or course of action with ethics and integrity. Conduct research necessary to analyze legal issues, including examining statutes, judicial decisions, and other authoritative sources to provide clear and concise responses and timely resolution.

Draft policies, regulatory rules, compliance documents, and vendor application and approval procedures for all business lines and review, evaluate, and, as necessary, propose changes to existing rules, policies, and procedures.

Ensure the organization conducts its business in compliance with applicable laws and regulations and the highest ethical standards.

  • • Develop, manage, and maintain contract lifecycle schedules.

Anticipate issues and estimate risks strategically; identify proactive solutions that will eliminate or mitigate risks.

Evaluate and fulfill public records requests by determining scope, format, and timeliness in compliance with State laws.

 

Requirements:

 

2 – 4 years of legal experience, preferably with a law firm, licensing board, or regulatory agency.

Juris-Doctor Degree from an accredited law school;

License to practice law in the State of North Carolina, or if licensed in another state, eligible to obtain licensure from the NC State Bar within one (1) year of hire.

  • • Valid State Driver's License is preferred.
  • • Ability to develop and implement legal strategy and objectives.
  • • Ability to anticipate and respond to legal issues or risks.

Exceptional interpersonal skills, with all levels of supervisory and non-supervisory employees, Commission members, outside counsel, others inside and outside of NCEL.

  • • Experience with the intersection of technology and law is preferred.
  • • Ability to work independently and complete all tasks timely and accurately.
  • • Ability to perform complex research and effectively communicate the results in a meaningful way.
  • • Knowledge of and experience with administrative rules, procedures, and hearings preferred.
  • • Ability to write clearly, concisely, and effectively.
  • • Ability to organize and manage the lifecycles of multiple contracts, initiatives, and policies.

 

***This position is eligible for partial telework within North Carolina.***

Hiring Rate: $99,536 - $115,000 depending on experience
