China:12 departments jointly issued a document to refrain from unauthorized use of the Internet to sell lottery

Xinhua News Agency, Beijing, August 21 (Reporter Yu Qiongyuan) The reporter learned from the Ministry of Finance on the 21st that the Ministry of Finance, the Central Civilization Office, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of Civil Affairs, the Ministry of Culture and Tourism, The People's Bank of China, the General Administration of Market Supervision, the General Administration of Sports, the State Administration of Cyberics, and the Banking Regulatory Commission jointly issued an announcement recently, resolutely prohibiting the unauthorized use of the Internet to sell lottery tickets, and seriously investigate and deal with corporate or personal illegal and illegal online sales.

It is understood that up to now, the Ministry of Finance has not approved any lottery institutions to open the use of the Internet to sell lottery business. In the scope of investigation and punishment, in addition to the "resolute prohibition of unauthorized use of the Internet to sell lottery tickets", the announcement also explicitly mentioned "severely crack down on any form of illegal business activities such as online private lottery and online gambling conducted in the name of lottery tickets."

In the departmental division of labor, this announcement has a new refinement: the network information department cleans up the illegal information on the Internet according to the needs of the relevant departments; if the refusal is not corrected or the circumstances are serious, the competent telecommunications department will implement the closure of the website according to law. Lists and other measures; for the unauthorized use of online sales in online games, the cultural and tourism departments investigate and deal with them according to law; for the provision of payment settlement services to illegal Internet sales lottery platforms, the People’s Bank of China and the Bank of China Investigate.

"This is a three-dimensional remediation action." Industry experts revealed that these investigations cover the business process of the Internet lottery, and it is a crucial practice to cut off the payment settlement channel of the Internet lottery platform.

In addition, the announcement increased the implementation of joint disciplinary action against dishonesty. Enterprises or individuals who use the Internet to sell lottery tickets in addition to restricting or prohibiting participation in the production and operation cooperation of lottery institutions in accordance with regulations, if the circumstances are serious, are classified as serious acts of dishonesty, and are included in the national credit information sharing platform and the national enterprise credit information publicity system. The relevant departments shall implement joint punishment according to law.

Since 2007, the Ministry of Public Security and the Ministry of Industry and Information Technology have all participated in the clean-up and rectification of illegal Internet sales. In April 2015, the Ministry of Finance, the Ministry of Civil Affairs, and the Ministry of Public Security jointly issued a document to reorganize the Internet sales market. In May 2016, the Ministry of Finance and the Ministry of Public Security and other five ministries and commissions jointly issued a notice to require the investigation and handling of the use of the Internet to sell lottery tickets.
