The Office of the Chief Financial Officer (OCFO) whose mission is to enhance the fiscal and financial stability, accountability and integrity of the Government of the District of Columbia is in search of a Investigations and Enforcement Officer. This position is located in the Office of the Chief Financial Officer (OCFO), Office of Lottery and Gaming (OLG), Sports Wagering Regulation & Oversight Division. The incumbent reports to the Director of Sports Wagering Regulation & Oversight and provides supervisory direction in the licensing and ongoing regulation of sports wagering operations to ensure sports wagering in the District of Columbia operates with the highest standards of integrity. In addition, duties include but are not limited to:


  • Conducting background review investigations of individuals and vendor companies who are seeking licensure by the OLG to hold ownership and key management positions at potential sports wagering operations or do business with licensed sports wagering operators. Background investigations are conducted in accordance with suitability criteria set forth in the District gaming law and regulations to determine overall fiscal suitability as well as reputation, including integrity, honesty, and good character
  • Assisting in composition, reviewing and completion of reports pertaining to the suitability of high-level sportsbook management, employees and gaming-related vendors
  • Supervising and providing guidance and oversight to the OLG’s sports wagering licensing and enforcement units, including the licensing and monitoring process for all individuals and entities involved with sports wagering in the District
  • Overseeing investigations pertaining to complaints, potential license violations and criminal activity concerning licensed operators. Developing and instituting investigative techniques to detect and combat fraudulent activity by sports wagering licensees and patrons
  • Serving on planning committees with OLG management staff in helping to coordinate and review sports wagering programs, analyzing impact of policies and recommending strategies for program implementation for both long-range planning and short-term projects.
  • Traveling, as necessary, to supervise and conduct document reviews and interviews pertaining to individual and corporate applications for licensure
  • Performing related duties as needed

MINIMUM QUALIFICATIONS: Five (5) years of progressive experience performing the related duties and responsibilities such as planning and conducting of complex background investigations into integrity, character and suitability in a regulated environment; conducting inspections of facilities to ensure compliance with applicable laws and regulations; developing and instituting investigative techniques to identify potential criminal violations; composing and reviewing investigative reports; and identifying possess improvement strategies for more efficient workflow.
