TITLE:                      Director of Human Resources 

LOCATION:             Human Resources Department, Rocky Hill, Connecticut 

SALARY:                  Commensurate with experience (minimum starting salary $101,000) 

Description: The Connecticut Lottery Corporation is currently recruiting for a Director of Human Resources.  Reporting directly to the President/CEO, this executive position is both strategic and hands on in administering the human resources and labor functions of the Corporation. Responsibilities include: recommending, developing and implementing comprehensive human resource strategies, programs and policies consistent with the Corporation’s mission, and federal and state laws, regulations, policies, procedures and collective bargaining requirements.

 Further, the Director of Human Resources leads efforts to ensure the effective and responsive delivery of human resources services including:  employee counseling, benefits, recruitment and retention, performance management, FMLA administration, labor relations, workforce and organizational planning, classification and compensation, safety, training, payroll, staff development, affirmative action and equal employment opportunity functions, and workers’ compensation administration.

 This dynamic individual will work closely with other members of the senior management team and will lead a team of professional support staff. 

Experience: Qualified candidates must possess a Bachelor’s degree.  An advanced degree is preferred. Candidates must have six (6) years of professional experience in human resources or labor relations that included policy development and interpretation, recruitment, equal employment opportunity/affirmative action, collective bargaining, compliance, performance management and compensation and benefit practices.  Three years of working in a unionized environment preferred. 

Qualified candidates should also possess a comprehensive knowledge of human resources management and concepts, superior oral and written communication skills, excellent interpersonal skills, and strong analytical and problem solving abilities.
